Problem is, you won't be able to change anything with Ascension in future expansions. Like with Retinues.

It is certainly possible to create cross-DLC content. In EU4 Patch 1.18, players that own both the El Dorado and Rights of Man expansions got to set ruler and heir personalities of custom nations (Dev diary in question)? Superawesomeness of the concept apart they are just unlockable perks that comes with some quest and event chains associated. In future DLC they can just add more perks and events around them.
