Tinto Talks #50 - 12th February 2025

Hey everyone, and welcome back. Johan is busy today (allegedly) so instead I will walk you through this Tinto Talks on Formable Countries in our little project called Caesar. It’s a fairly tight feature so this should be nice and quick.

What are Formable Countries?

Basically, formable countries are new tags that you can switch to. Typically they represent historical unions and conquests, but some represent aspirations that never materialised.

Generally speaking, the vision behind Formables is to offer roleplaying and historical immersion, and support player fantasies, rather than modifier stacking. They will change your country name, national flag, and map color. So while you may unlock some content such as advances or other minor unique content, the tag change is often the goal in itself.

Screenshot 2025-02-12 112612.png

Spain gets some unique advances in the later ages, but not all do.

Rather than your country changing automatically every age, you achieve it by completing certain objectives. Usually, you'll need to control a certain percentage of a predefined set of locations, for example Scandinavia needs 75% of the locations in the Scandinavia region.

There’s typically additional requirements as well such as your Primary Culture belonging to a certain Culture Group. Forming Spain also requires you and all the independent countries in Iberia to be Christian, as it is thematically closely tied to the completion of the Reconquista. Iberian Muslims have the reverse rules for forming Al-Andalus.

Some are directly tied to actions in International Organizations, like the Holy Roman Empire or the Ilkhanate.

Formables also have a Tier that represents their natural order of precedence. You can only form countries that are the same or higher tier than you. For example, England (Tier 2) can form Great Britain (Tier 3) but Great Britain can’t form England. The AI will only form countries that are a higher tier.

Screenshot 2025-02-12 124554.png

Country formation is just a click away.

There are 3 settings to the relevant game rule.
  1. Only Historical Formable Countries
    1. Only countries that actually formed in the game’s time period will be allowed.
      1. Examples are Spain and Great Britain
  2. Allow Plausible Formable Countries(Default)
    1. Countries that could plausible have formed, or formed just after the time period will be allowed.
      1. Examples are Germany and Italy
  3. Allow Ahistorical Formable Countries
    1. Aspirational or fantasy countries can be formed. Examples include
      1. North Sea Empire (which is a Tier IV) if you control Britain and Scandinavia
      2. Europa (Tier V)

Screenshot 2025-02-12 121247.png

Some countries have different flags depending on the exact manner in which they are formed. For example this variant of the Union Jack with a dominant saltire when you start as Scotland.

And some formables come with little treats to sweeten the deal.

The Teutonic Order has a long way to go before they can become Prussia…

Screenshot 2025-02-12 124144.png

But it might be worth it…

Screenshot 2025-02-12 121702.png

Some exist to fulfil common player fantasies, but only appear if the player chooses in the Game Rules to have the less historical ones.

This is our current list of formable countries, let us know which ones you would like us add!

There are no establishable countries in China in the list listed in the log. Here are some of my suggestions, which will be appreciated if adopted.
Feasible Tier Note
Chinese empire 5 Ahistorical
Han, Tang, Song, 4 Plausible
Wei, Qi, Wu Jin Chu 3 Plausible Jibei, Huainan Liaodong 2 Plausible
Chinese empire:This refers to the super empire that can be formed after the integration of Chinese Han and its surrounding ethnic minorities. According to Korea, Tibet, North Vietnam and so on, which were once ruled or indirectly ruled by China in history,It covers an area of over 10 million square kilometers.
Next is level 4.
Han, Tang and Song Dynasties, which once unified the Han Dynasty in Chinese history, had an influence on East Asia and Europe in their heyday. For example, In the ancient tribal period, Japan made great changes by learning the culture and system of the Tang Dynasty, and sent envoys to learn the cultural system of the Tang Dynasty., and the Silk Road, which was a bridge between the Han Dynasty and Rome. Oriental silk flowed into Europe, as well as porcelain products of the Song Dynasty.
Then the third level.
In history, Queen Hiruko of Japan once paid tribute to Wei, who controlled one-third of China at that time, In another strategy game "Civilization 7", a leader of Japanese civilization is Hiruko.
Third-class countries in China territorial scope is basically related to culture. The Central Plains culture belongs to Wei State
Wu Culture belongs to Wu State. These sequence three-level national participants have the task of unifying China.
Then the second level.
Countries such as Jibei and Huainan are small countries formed according to the area near a river and mountain range in China, with an area only the size of Ireland, even much smaller than Ireland. There are many such small countries in the history of China, This kind of country is usually the territory of other members of the royal family, because most dynasties in China are centralized, so the area of this kind of small country is very small, which is level 2.I haven't listed more second-level countries, because there are too many such countries that need historical investigation. They are basically named according to the north, south, east and west of mountains and rivers. For example, Jibei country is the country north of Jishui.
I hope my suggestion will be adopted,

Given the emergence of the Silk Road Empire in HOI4, I would like to propose a more ugly and bloody border.
Crazy Han Empire.png

This is a foolish and crazy proposal, but if the ugly Silk Road Empire can appear, why can't the crazy Han Empire appear?

One point to add: In order to prevent anyone from not knowing what happened, I will showcase the most shocking boundary bloodshed among all the paradox games.

Johan… add the Silk Road empire as a formable. It may be absurd but it was once considered for hoi4. Please Johan the Silk Road empire must exist in some form in a paradox game.

Will Korea be handled by event? I think there is something about the dynasty being different, and goryeo taking power?

I'm a little dubious about some of these like Rome and Carthage, but I suppose if it's hidden behind a game rule that's fine.
While this list is not bad, I know quite a lot of eu4 formables are missing. I think maybe combing through those if you somehow haven't would be a good idea. I don't see any immediately that strike me as missing.

What about a United non Muslim India, is that just a name variant of Hindustan? I really hope it's called something other than Hindustan if so, maybe Bharat? The name just wouldn't make sense if say Jains formed it, or if a non Arabic culture did as hindustan is an exonym.

Thoughts on turtle Island for the uhhh two North American tags?

I also see Sardinia but no Sardinia Piedmont, how is that handled, if at all? I really pray if they are in game they're the same toothpaste color as in eu4.

Ava (Tier 2 - Historial) should be a formable Mandala for the Burma region, restricted to the Burmese culture (as opposed to Shan). The Sagaing and Pinya kings can form Ava by eliminating the other.
Ramanya (Tier 3 - Plausible) should be a formable for Hanthawaddy if they reclaim Lanna (Hariphunchai) and Lopburi (Dvaravati) and subjugate the Burmese.

There should be a situation for the collapse of Ava in the hands of the Shan confederation, which would allow Prome or Taungoo to claim the Burmese throne (after seceeding) and lead to events causing the Shan states to fall apart, allowing the rise of a Prome Empire or Taungoo Empire.

Alternatively, The kingdom of Ava, if formed, can choose to change its name based on where they choose to keep the Capital city. For example, they can choose to be the Kingdom of Pagan by moving the capital to the location of Pagan.

Finally, Burma (Tier 3 - Plausible) should be a formable kingdom for the Burma region which can only be formed by eliminating all other Burmese nation-states, subjugating either all Shan states or completely controlling/owning the Mon lands, or both. This should be age-locked to the Age of Absolutism as well. Taungoo should have the best shot to achieve this in a historical AI game mode (if you guys are planning on it).

Adding onto the South East Asian formables, WHY in the fresh hell is Banten a formable, that too a tier 3 one? If anything Banten, Cirebon and Demak should be event states popping up from the general "Islam in the Malayas" situation. And of the 3, Banten is the least deserving of a formable tag as it was a town created by the Cirebon Sultanate within the borders of the Sunda, and then the Cirebonese, along with the Demak Sultanate destroyed Sunda and assigned Banten as a separate Sultanate, under the sovereignty of the Cirebonese. The only formable nation that you could add as an Ahistorical tier 3 formable is Java/Bhumi Java itself. I think it should be a formable for Sunda, Bali, Majapahit and any of the sultanates that pop up during the rise of Islam (and also Blambagan or Madura if they become independent) and should be again, age-locked or advance locked, and require the Sundanese, Javanese, Maduran to be elevated to accepted cultures, and balinese to atleast tolerated.

Historically the Mataram sultanate was the only one in a line of successive Javanese sultanates to actually get large and influential enough to unify the island and they themselves referred to their realm as Bhumi Jawa (Land of Java) given their rule extending to almost the whole of the island. The confusion of naming in the case of Sultanates in the area is that they take their names from the city of the area the capital is based in, so that can be a flavor feature (i.e., forming Java but remaining as the "Sultanate of Mataram" and locking your capital in the Mataram location - which btw should be renamed to Kotagede/Karta at 1337).

Very nice post but you forgot historical tag Zaporizhian Sich, Hetmanate (Гетьманщина). Please add to historical option.
Also I dont know exactly what Ruthenia represents, Ruthenian kingdom of Danylo Halytskyi or Kyivan Rus or some combo to represent unification of Ukrainian duchies.

So I also suggest add Galicia-Volhynia as maybe easily historically formable from personal union of Halych and Volhynia if it is not what Ruthenia represents.

If "Ruthenia" means directly Ruthenian Kingdom then it should be moved to historical category because technically in 1337 it was present as Galicia-Volhynia under Yuriy Piast.

I'm gonna assume that by Africa you mean the Roman province, considering it's a T2...

Hang on, does the US being a formable mean we're gonna get the 13 states individually?

Another one: A formable Egypt tag unique to Nubian cultures. It should also start spawning a 'Coptic Egyptian' culture. While I'd say it shouldn't straight up bring about the old egyptian faith (you'd want to pick between christian and islam depending on which Nubian tag you start with), it should represent a move more towards classical egyptian culture in my mind, a move away from the Arab world. A nation like the Mamluk's would probably be more about forming Arabia, while this Egyptian formable would be more about recreating an Egyptian Empire.

If the USA, Mexico and Canada are included as formable countries, then I think Brazil, Colombia, Argentina, Peru, Central America, Chile, Paraguay and Haiti should be formable as well. All of them are more historical to the time period of the game than Canada, for instance.

Historical indigenous American confederacies (not random made up confederacies as it happened in EU4) should be formable as well.

Some historical examples would be:

-Tamoyo: representing the Tamoyo Confederacy of Tupi groups that joined together to fight the Portuguese and allied with the French to do so.

-Muisca: a united Muisca nation that could have formed from the union of Bacatá, Hunza, Suamox and Tundama.

-Zenú: the union of the three Zenú chiefdoms of northern South America.

-Araucanía: the union of the various Mapuche groups and culturally similar neighbouring groups who resisted the colonists well into the 19th century.

-Haudenosaunee: the union of the Iroquoian tribes that formed the Iroquois Confederation that managed to resist colonisation until the American Revolution.

-Illinois: the Illinois Confederacy, representing the union of the various Miami-Illinois speaking groups, such as the Cahokia and Kaskasia.

-Abenaki: a union of the Eastern Algonquian peoples of New England.

-Tecumseh's Confederacy.

Othe plausible but ahistorical examples could include unions for indigenous American culture groups, such as a united Arawak, Algonquian, Carib, Chibchan, Uto-Aztecan tags, etc. joining together peoples of the same culture groups.

I think there should be unique formable colonial nations depending on who colonised a given region in the New World. They should have unique coats of arms/flags and unique ideas. For instance, the colonial nation of Virginia should be a unique colonial tag that forms when a colonial nation is formed by England/Britain in that region. It should have the option to declare independence and remain as an independent nation or join a larger federation with other former colonial nations to form a larger country, such as the USA. Here´s my proposal for unique colonial nations that could be included in the game:
