You're right that that would be a possible compromise. My reasoning for not going down that route with Lewis is twofold. Firstly, I think making a distinction like that would be hugely (even more) controversial, essentially creating a two-tiered working class. It could also be quite easily spun as a pretty blatant attack on the most powerful unions alone, which would expose the proposals for what they were a bit too much for cabinet liking. Secondly, Lewis wants to curb union power full stop, not just in the commanding heights. He has chosen here not to take a half measure.Why would they not have focused the push for the "cool off" period to those Nationally Strategic industries, like coal, whereas keep them out of less important shops? I guess my question is that the Lewis cabinet wants to control and keep the manpower at work rather than at home but they have to know that few places would feel at all willing to run with so much power centralized in London.
