It does, though I believe it's half rounded down, which means it doesn't do anything until late game.
Do morale pips count? If yes, then Large Cast Iron Cannon (Tech level 13) can help.

Hi guy's

Whats the best way to play with massive amounts of devastation caused by big multiplayer wars that are fought on your Land in the Lategadme

And no im not rich enough to build a fort's over the entire area

You have 33k gold. Why would you care about devastation, you can lose 100 ducats every month until late game and still have money by 1821 because it seems you don't have loans yet.

For specific provinces, developing them removes devastation fast (5%/click), but that's only feasible for a few key ones. Otherwise, spamming enough L2 forts everywhere you don't need a higher level for defense fixes it on a larger scale. Considering every fort also cancels devastation on adjacent provinces, you could easily afford it. Exactly how many are needed depends on where you've already built them, but it looks like about 10 well-placed L2 forts should remove devastation from at least 90% of your nation. Not that costly, really.

When king of Castile sends a diplomat to improve relations with Naples which is a junior partner in a PU, is he improving relations with himself?
No. He's improving relations with the Neapolitan aristocracy.

I declared a conquest war on venice (im playing as castile)
But i can't take any provinces:

as you can see, i was able to take provinces at the beginning of the war, and then no
Why ?

My guess: coring range is calculated from unoccupied provinces only. So if you had a province near Venice which brought you into coring range, and that province has been occupied, you'll need to liberate it.

Indeed, thank you dude :)

I wish to add its calculated from unblockaded provinces too. if you are OPM and being blockaded, you can't ask for anything in a war. And if you have bridgehead coring range port that is blockaded, you will lose the ability to take land counted from its coring range.

Are you certain about that? I admittedly never payed much attention to the naval situation then, but I don't think I ever ran into that as either Riga nor the Dutch minors. I rather think I would have, but I guess allied navies might have done it for me?

Very specific but in this case playing as orthodox Russia with Third Rome Consecrating Metropolitans will also give areas monthly ticking -devastation

To press core (and I think it's what it would cost right now, so it factors your current WE). So territorial core in a territory, and full core if that's already in a state.

Thanks. It's for the 4 provinces in Algiers area (5th of 5 is Mitidja owned by Emirate of Algiers).

So, it would actually cost me 860 to make those full cores?

It depends. If you fully annex the country, it will now lose its increased coring cost (and the peacedeal probably does not know this). As a general rule in areas with increased coring cost, never make full cores before the nation is fully annexed.

When granting a province to a subject
wiki said:
Cores of overlord go along with the grant
What does this mean? My core turns into theirs or we both have core there?
