And for example I don't ... even when I paid full price for the whole series with all DLCs included about one year ago. Which sounds "fair". So for some of us "used to be" is a correct term.
Hey, I wasn't doubting you. I was just surprised.

I think they should do Celtic Pack next focusing on Scotland, Brittany, and Ireland
Would be a cool idea. I'd personally rather like Granadan/Andalusian and Malay packs, maybe with amerindian tiers 2-4, but if there are any places in Europe that would benefit from a pack, then the Celts seem like one of the best choices, even though personally I'd rather have a pack for Hungary (+Transylvania), Wallachia/Moldova/Romania and the Balkans first.

I would strongly advocate for a SE asia and Eastern European Pack to cover the remaining countries in those areas.

Would that be for tier 1 only? or for all tiers?

I feel the same.:)
Though, being apart of Byzantine crew, I feel that Greece should get love.

Byzantium, Timbuktu, Timurids, Great Horde, Theodoro, Nogai, Mesoamericans, South Americans and probably some others get stuff beyond what they historically had, so I don't see a problem with giving them tiers 2-4.

Ok.

Could The Spear man work for Granada ?? I know its out of time frame but really don't see uniforms changing in Granada from 1200s to 1400s

I think that instead of a regional content pack, we could use something like a "semi-great nations pack", tending to the tags that are large enough to stick around in most games of EU4, despite being less lucky historically – Hungary, Lithuania, Denmark, Scotland, Norway, Savoy/Toothpaste, Tlemcen, T4 for most HRE majors, Balkans, Kazan, Georgia, Armenia. SInce we usually get around 8-12 nations in a content pack, depending on additional stuff, Europe could be fleshed out in a single DLC.

Hungary NEEDS units, particularly since it's one of the major focuses of the upcoming patch and a fairly important nation.

Well, there is a halfway decent mod on the workshop until then... ;)

Question

Is there a historical reason the pre 1.20 tags in Japan did not get the new unit DLC or did Paradox just decide not to make them for all the Japan tags?

Huh? They should all use the Japan models if they don't have unique Daimyo models

I understand but why do they not have unique Daimyo models? The Japan one does not look anything like the new unique Daimyo models so why did the new 1.20 Daimyo tags get fancy special Daimyo models while the pre 1.20 Daimyo tags not get special ones? Was there something historically special about the 1.20 ones? Its like the 1.20 tags got million dollar cars while the 1.19 tags walk on foot. The graphic style between the two is huge.

All of the special Daimyo models are for pre-existing tags.

You'll find that none of the new models are for new tags, and that all of the tags that did get new units have been around for some time.

All the new Daimyo and Ashikaga use the Japan units

either way - one group ( new or old ) shares with Japan which does not look in the same style as the other group. So again is there some historical reason one group looks so different than the other group? Or did Paradox simply not get around to making for the others? That is my question.

Even though the "style" is different, it is still relatively accurate.
The Daimyos that get the unique Samurai T1s were all fairly significant Clans from the Sengoku Jidai, so that is why they are special.

The rest, though they don't get Samurai, are still accurate by representing the Ashigaru, who were the peasant soldiers on the Japanese military.

Pretty positive on all of this, but @Grand Historian would be in a better position to answer
