While I do not claim to know what they are talking about in the game description, the VickyWiki Modding Guides provide the same functionality. It just takes a slightly bigger learning curve is all.Pinoy_Ako! said:
That is an error in the advertising. There is no official editor for Victoria. As RELee says, the game is easily modified by editing text files so an editor is not really needed. It may take some trial and error (and questions asked in the mod forum) to get started but once you learn the structure you can easily edit most of Paradox's games. Look in the HoI2 forum. Any fan-made converters will be found in the forum of the game that is being converted to, not the game that is being converted from.Chiren deNercaf said:
