I think it is individual ship chance to retreat. Retreat too late is disaster for the ship. The tech is one of the most important for naval country big or small. - individual damaged ships that fall below the HP threshold
- as well as the entire task force when the strength comparison falls below the aggression threshold
only affect the case of individual ships* modify this chance multiplicatively.

The Craven trait on admirals does work, currently changing the probability to 22% * 1.25 = 27.5%.Sorry for the delay! For example, does the Retreat Decision Chance of +25% under the Craven trait add another 0.25 to the default 0.22 chance of retreat for a total of 0.47 chance per hour?
Is there an easy way to spot which hull type a ship is made of in the ship designer? I find it cumbersome to get a clear overview of some navies, especially when revisiting old models that are already built in 1936. I've also had similar problems in the fleet view when trying to figure out the foundations for refitted carriers in the Japanese navy. I figure I must have missed some obvious information somewhere.

*yes, if you test "Craven" admirals in older patches, their damaged ships never retreated, bottoming out at 0.1% retreat chance
