ECM Sensor jammers affect RADAR range. ECM Fire Control Jammers put a penalty on to-Hit rolls for Beam weapons, and also shorten the range of missile Fire Controls. ECM Missile Jammers put a 20% per level penalty on the to-Hit roll of missiles.

These penalties are countered by ECCM.

None of the three ECM modules affects Thermal or EM sensors. There is a seperate Thermal Reduction engine tech that reduces your Thermal signature.

There are three components to an ECM suite. Sensor Jammer, FC Jammer and Missile Jammer.

They all affect different things. There is no overlap.

Sensor Jammers and ONLY Sensor Jammers affect RADAR. FC Jammers and ONLY FC Jammers affect FCs. Missile Jammers and ONLY Missile Jammers affect missiles.

So when you put ECCM on a RADAR, it ONLY counters Sensor Jammers... because ONLY Sensor Jammers affect RADAR. The other two Jammers don't.

When you put ECCM on a Fire Control, it ONLY counters FC Jammers... because ONLY FC Jammers affect Fire Controls. The other two don't.

When you spend extra mass to equip a missile with ECCM, it ONLY counters Missile Jammers... because only Missile Jammers affect missiles.

... so your ECCM is automatically of the appropriate type. Because only one type of ECM (out of the three) ever affects each piece of equipment.

The Bork have not yet reciprocated our Trade Access treaty. They are probably a bit behind us in relations because we kept occupying the Border star system instead of vacating, for more than a year. But the Trade Access that we gave them should speed up relations gain by quite a bit.

Of course, we still can't actually SEE their numbers.

I think there's an alert for Treaties, yes.

I check the Diplo screen every five-day build-cycle turn now, anyway.

With trade access we should be seeing some traders of theirs arrive soon.

If they reciprocate and there is no alert or we miss it the next sign should be our own shipping deciding to go visit Børk. So it's just a matter of keeping an eye on Border.

As for what happens next: trade access improves their opinion with 100 points per year. 1.3888889 points per 5 day build cycle. And the same thing happens with the numbers we're seeing once they reciprocate.

Which means that the increase will basically double. Last cycle relations improved with 1.3 points on our end.

When that number reaches 800 we can give them geo survey data (for mineral deposits) and we become 'friendly' in their eyes. Both of those add another 100 points per year, individually. Adding it all up we'll get 300 per year just from the treaties at that point. 3.9 (edit: 4.16666666667) per build cycle.

Which will put us well underway for the level after that.

The short version of the above is that we should reach the next level in 3 years plus something.
Plus something because relations need to catch up on their end. It's 600 points remaining, current diplomacy with the treaty nets us about 200 per year - once they give us trade access.

We have about 4.2 million tons of Ground Troops - mostly already shipped to Harmony - plus whatever is en-route there in our ships.

Naturally we can launch the blockade-breaking Partystarter operation before we've finished building up our ground forces.

We won't need them at the jump point.

We have so many Naval assets in the Harmony star system - ships and fortress modules - that we need a constant stream of Tugs towing supply ships to bring repair parts out to Harmony as fast as the fleet consumes them.

Another commercial yard has re-tooled for maintenance workshops. This improves our ability to build new bases and maintain our fleet in forward areas.

Both halves of the Carrier Task Force are now out of overhaul.
