Really off topic (on my part) and 3 months late. But I couldn't help adding to this. It actually "might" be a true quote.
Back around the same time as this quote, I used to go camping with my parents in Shenandoah National Park. And one thing I always remembered from one of those trips was a park ranger talking to us about the bears and the precautions campers need to take. He then went on to tell us about these new trash cans and how to open them. He then told us that the trash cans were a waste of money because after a week or so the bears figured out how to open them. His theory was the bears just simply watched the people and copied their actions. I have no idea why I always remembered that.
Anyway, sorry for the derailment.

As a modder who was already kind of burned out on Stellaris (after playing almost no other games for the last 3 years) this is so painfully true.
EXCUSE you my empire of Fanatic Militarist Xenophile ants is the best empire. Everyone we abduct and/or annex becomes a full and prosperous civilian.

I think only pacifists and xenophiles are not used for making bad empires.

I mean the fallen Xenophile empire seems to be fanatic collectors of Xeno's, placing them in a little habitat for them.
A place where they can do no possible harm, and where no harm can come to them.

I made a pacifist/xenophile empire whose entire raison d'etre was to use the devolution beam to turn everyone in the galaxy into presapients and then conserve them because they were also environmentalists.

This is allowed, yes. But is it pacifist way? Isn't that pacifists should be away from ANY form of aggression?
Just "harm relations" (essentially your envoys just being super elitist obnoxious guests) and wait till they declare on you.
At which point you just teach them their place.
Some Stellaris players like to emphasise the "fists" in "pacifists".
