I'm pretty sure it's a bug in the base game. I've seen it, and I'm not using any visual mods.This could either be the case of the visual mods (Immersive Galaxy, the bug Fix one specifically) Im using, though I havent seen it before 2.3, or a base game bug. It is caused by the science ship scanning the anomaly, as no other black holes showed this effect. It looks really cool IMO.
