This could either be the case of the visual mods (Immersive Galaxy, the bug Fix one specifically) Im using, though I havent seen it before 2.3, or a base game bug. It is caused by the science ship scanning the anomaly, as no other black holes showed this effect. It looks really cool IMO.

I had a very simialr bug. In a black hole System. While the "Star" was being scanned.
But if I zoomed out it would flicker and then go out permanently.

Yeah, it flickered for me too if I zoomed out and would vanish if I zoomed out far enough. So it is indeed a base game bug, and the science ship scanner causes it. I wonder how this bug works to cause this.
 
We really need someone to make a graphics mod that recreates that affect, it really is amazingly cool.

Well, the scanner beam is blue.
I would guess that something Zig's when it should have Zagged and accidentally draws the color over the entire screen.

It could even be that the bug was always there. It just was cut off due to a early overflow (with x32 values). And now that we got x64 it might no longe appear.

So, here's the situation. I got the ransomeers event, the one where you have to go to a station and free some captives from pirates. I was in a war and it spawned far away, so I decided to ignore it for a while. Eventually, I forgot about it. Some time later, I manager to dig up the Grand Herald, and remembered "oh right, ransomeers are right next door". So I sent the Herald to kill hte ransomeers. When it arrived, I almost instantly got the message saying that the captives did not survive. I thought "well, happens", closed the window and paused to give some orders. Then I noticed this.

The bloody admiral fired a perdition beam at the station. Perdition beam. At a station. At a station full of civilian captives. At a station full of civilian captives we specifically came here to rescue. No wonder they didn't make it.

However, someone should have told the Captain of Maxim 28. "If the price of collateral damage is high enough, you might be able to get paid to bring ammunition home with you." or established a proper price for colateral damage.
