Could be something like Wife Swap, just with people being transplated onto the other planets rather then Wives into other Households?

I mean, the fact this is a modded game is pretty apparent from the name of said capital, but still.
Aren't FE leaders supposed to be the handful who turn away from all the sex, drugs, and rock & roll to administer the rest of the species? I guess some of them find that pledge harder to keep than others.
I like to believe that the terraforming equipment is just a cache of nuclear warheads and all the society research is spent on figuring out where the 'on' button is.
