No Change, also the Board rules do not allow external links so posting or mentioning the forum would violate the terms of service.

Okay, but there seems to be a change at least in the rules as enforced, since several CKII mods have public external forums (which are not linked to from their threads here) or an external download, and I have not seen any mods complain. Is there a reason for this change?

This is a big place and we deal with infractions if and when we see them. Also we do not police the whole intenet that would be impossible.
I already mention you can have a forum for internal development, you just cannot recruit people here or advertise it here. Also when we have acted in the past some people got upset because they were not aware of some rules. This thread is a direct result of us trying to be more transparent and explicit state some of the rules that had been unclear or that you may not have been aware of.

Is it possible to publish a self-made mod on another forum and not at paradoxplaza?

Don't see why not as long as you never mention that mod here at all, I mean how would we even know except to see it in the workshop and I already said we will not be petty when it comes to that.
Frankly you do not even need to use the workshop either so not really anyway we could even stop you making a mod on another site, short of legal action and that would be a remote possibility at best.
We are pro modding, these rules are not an attempt to limit you, rather to protect us from petty issues.

Sorry if my request was rude. That was no intention. I haven't played much EU IV by now, the provinces are a bit too "round" for me, but I think that will change with some DLC or a nice mod, so no mod is planed so far. My question focused on my interest to publish it in our forum, since it's a german one and I primarly try to mod it for our mp-group. When I see it right, i can only promote and work (open) at paradoxplaza and no other place?

You are free to use the German language forums here as well as the English Modding forum.
Don't worry I do not take offense of any kind.

In fact, when modders have private/business/legal issue with paradox, who to contact ?

Depends on the specific issue, feel free to contact me with details and I can answer or refer you to the correct person.

7) The general rule is that if you are using anything from a DLC in a mod, you need to make sure that DLC is a requirement to be able to use the mod. If you want just the base game to be a requirement, nothing from any DLC's can be used.

So say I were to take the Inca and Aztec national ideas given by the Converter when converting from a CK2 save with the Sunset Invasion DLC active, and then create a mod that puts those in as the National Ideas for the Inca and Aztecs in a vanilla setup, would that be violating this rule? And if so, to what extent must those national ideas then be changed to be usable in a base game mod?

Reading through the thread, it sounds like there's some confusion about what these rules are meant to apply to. Am I right in saying these rules must be followed ONLY if you want to discuss the mod on these forums? If so, I think the opening paragraph of the original post should be modified to clarify that, as it's absent right now.

After that, as an artist and composer with experience in copyright law, I too am worried about rule #4. I understand where you all are coming from, as you need to protect your IP and disclaim liability. I'm concerned for you all as requiring distribution without a license doesn't indemnify you whatsoever, as international law (yes, I realize you don't want a legal discussion, but understand I'm not trying to start one) still applies. I think it should be reworded to say something along the lines that PI can't be held liable for copyright violations by modders, that modders can't license PI-dependent works (events/missions/etc.), BUT that you still respect copyright on assets that can stand independent of your own IP - ie, original music & artwork.

Does that make sense? As rule 4 reads now, I really feel like it's the worst of both worlds, as original artists will be strongly disinclined to produce anything, and if they do, your own disclaimer could be held against you in any legal proceedings.

I'm available for consulting on legal matters. And I'm sure I'm much cheaper than your legal department - I accept payment in DLC

MEIOU & Taxes has run into the issue that we have so many people wanting to download it that we have hit our download cap on a half dozen different sites, can we release it as a torrent to deal with this?

you can try something like dropbox or any other cloud service or a personal server.

We shot past Dropbox's limit in about ten minutes.

Well, seems like people uploaded it as a torrent, nothing we can do about that although I am happy they are getting the mod.

oki i didn't there was such limitation on dropbox as well.

Torrent links are subject to removal. Maybe ask some of the guys that have large and popular mods what solutions they have found.

We weren't anticipating terabytes of downloads in a matter of hours. Our team is actually a fusion of the two most popular mods for EU3, each mod got about 10k downloads a week, we didn't expect to have more than half of that in a quarter of a day.

There really aren't ways to deal with that without a dedicated server (renting would cost a few hundred a month) or torrenting.
