Don't see why not as long as you never mention that mod here at all, I mean how would we even know except to see it in the workshop and I already said we will not be petty when it comes to that.
Frankly you do not even need to use the workshop either so not really anyway we could even stop you making a mod on another site, short of legal action and that would be a remote possibility at best.
We are pro modding, these rules are not an attempt to limit you, rather to protect us from petty issues.
In fact, when modders have private/business/legal issue with paradox, who to contact ?
7) The general rule is that if you are using anything from a DLC in a mod, you need to make sure that DLC is a requirement to be able to use the mod. If you want just the base game to be a requirement, nothing from any DLC's can be used.
So say I were to take the Inca and Aztec national ideas given by the Converter when converting from a CK2 save with the Sunset Invasion DLC active, and then create a mod that puts those in as the National Ideas for the Inca and Aztecs in a vanilla setup, would that be violating this rule? And if so, to what extent must those national ideas then be changed to be usable in a base game mod?

Well, seems like people uploaded it as a torrent, nothing we can do about that although I am happy they are getting the mod.
We weren't anticipating terabytes of downloads in a matter of hours. Our team is actually a fusion of the two most popular mods for EU3, each mod got about 10k downloads a week, we didn't expect to have more than half of that in a quarter of a day.Torrent links are subject to removal. Maybe ask some of the guys that have large and popular mods what solutions they have found.
