Europa Universalis IV - Development Diary 28th of June 2022

Dzień dobry! Welcome to today’s developer diary! We will be taking a first look at the new Polish, Lithuanian and Commonwealth trees!

But first, allow me to introduce myself. I am Big Boss, the newest addition to the Content Design team. I started playing Europa Universalis during 2011 and have loved spending time looking at and painting maps since then. More recently, I have been working on several mods, so some of you may know me from my work there. I am genuinely very excited to share with you all the hard work the team has been putting into this update and praise the immense amounts of support I have received from my new colleagues and mentors! As we delve into this developer diary, please keep in mind that the icons and event images as well as numbers displayed are by no means final!

The beginning of the game finds Poland rudderless, with her King, who maintained a union over Lithuania, Hungary and Croatia, having died a mere day earlier, after risking his fate against the Ottomans at the battlefield of Varna. Thus, Poland starts at a quite precarious state: a vacant throne, the Nobility’s Golden Liberty in full effect, and surrounded by powerful neighbors. At the same time, the Ottomans in the South and the Muscovites in the East are taking great steps to consolidate and expand their domain.

So what’s new for Poland? For starters, they have access to two new T1 Government reforms. The first one is the Great Sejm reform, granted to them at game start:

Bear in mind that any and all numbers you see in this Developer Diary are strictly work-in-progress and are subject to change, especially in response to valuable feedback from the community!

The second T1 reform is a special reform for Poland upon accepting the Union with Lithuania:

Unlike the Great Sejm reform, the Polish Elective Monarchy grants the ability to elect various princes to the throne, a steeper absolutism malus and, similarly to the Great Sejm, it enables the Parliament and grants a reduced Unrest bonus.

Speaking of the union with Lithuania, it should be noted that some changes were made to that event. Now, it will fire even if Lithuania is a player. A Player Lithuania will be able to decline, but AI Lithuania will always accept. This was done in order to further facilitate the idea that Poland and Lithuania make a great co-op campaign, which is also complimented by both mission trees granting bonuses that follow the spirit of cooperation between the two nations. Here’s how the new event plays out:

To further immerse the players into the gravity of their choices, I went ahead and added a few dynamic missions for Poland, based on your choice between the local noble or the Lithuanian PU. Accepting the Lithuanian union will lead you towards developing the Lithuanian core as well as elevating their nation financially and (later on) artistically as you prepare them for the eventual integration:

This branch ends with you declaring the Imperial Commonwealth, which grants a powerful temporary bonus:

On the other side, declining the PU with Lithuania will grant you the path that leads you towards the West via entering the Empire, leading it and passing reforms.

Note: You will still receive claims on Lithuania and be able to form the Commonwealth!

The final mission for the Imperial path of the West will imbue Poland with a sizeable bonus to their Imperial Authority Gain as well as extra Diplomatic skills for her ruler.

Main Body of the Polish Tree​

Addressing the aftermath of the Varna crusade will have a profound impact on the rest of the missions further below. Opting to pursue friendship with Hungary and/or Bohemia will lead both parties to a shared sphere of prosperity, historical friendship and powerful bonuses to last as long as the alliance is maintained. However, should you choose to rival and become antagonistic towards them, the reward will switch to a PU CB / Permanent Claims based on the country’s union eligibility. To be clear; you can pursue friendship with one of them and antagonize the other, the choice rests entirely with you!

Internally, Poland needs to address the growing influence of the nobility. Regarding that, in the mission ‘Leverage the Magnates’, you are granted the opportunity to cooperate with them and win their favor via great concessions or directly oppose them. Keep in mind that due to their tremendous influence, opposing them is quite difficult. Working alongside them will reduce the cost of Parliamentary Bribes (which will be increased by default for 1.34) and grants a small Loyalty bonus until you pass further legislation as the Commonwealth to reduce their authority. Alternatively, if you dare to oppose their authority, you will gain an event to face a major uprising of Magnates that will also reward you with a unique new modifier:

The missions directly below it follow the turbulent history of Poland and will have you attempt to pass legislation and reform the government by undoing nobility influence. Choosing to oppose the nobles in the mission shown above will also impact the following few missions!

The mission ‘Great Sejm’ will unlock a new personality type ‘Reformist’ which grants more reform progress growth as well as new unique Parliamentary Issues for Poland! The new personality can be assigned to all rulers with at least 4 Administrative Skill.

Resolving the matter of Hungary and Bohemia will yield dynamic rewards based on whether you completed them via conquest or diplomacy. This also impacts the reward for ‘Balance the Princely Lands’:

Moving on, you will also be tasked with harnessing the Polish Renaissance, dealing with the Piasts of Mazovia and developing Krakow:

On the Conquest front, you will be led towards quelling Roman’s Rebellion in the South and seizing control of Wallachia, raising troops from nobility strongholds and assisting the Prussian Confederation:

Note: Assisting the Danzig merchants may lead to the formation of Royal Prussia as a subject under the Polish crown which will have its own few missions to break free from your hold!

Of course, the Polish tree holds many many more cool new additions, events and rewards and they are up to you to discover!

Finally, Poland (and the Commonwealth in general) will have access to a new special unit, the Winged Hussars! I am very excited to finally talk about this new unit.

  • They come armed with +1 Cavalry Shock and +100% Reinforcement Cost
  • They are further empowered by your choices in the mission tree!

The Lithuanian Mission Tree​

Alongside Poland, Lithuania will be getting her very own missions. It builds upon the old mission tree and greatly expands it, honing and improving upon the unique aspects of playing as Lithuania:

Among the highlights of the Lithuanian tree are the ability to call upon a host of Cossacks, new unique T1 Government reforms (yes, plural!) and the potential to utilize the Tribes Estate for a limited time.

The Commonwealth​

Building upon the solid foundation that is the Polish mission tree, Commonwealth missions originally appear as part of the Polish tree, marked as “Locked Missions”. Unlike other formables, we took the creative decision to showcase the Commonwealth tree to the Polish player, before accessing it. The reason behind this is to prepare the player for whatever challenges and requirements the PLC missions will ask for and ensure the player is not caught off guard.

Thus, if you hover your mouse over the Locked Missions, you will see the requirements as well as potential rewards beforehand.

Now that’s out of the way, let’s take a look at some of the missions we have in store for the Commonwealth, starting with this one, my favorite, ‘A Lifetime of War’

Note; Since the mission only requires one of the listed requirements for it to be completed, you may see fewer choices in your version of the event, based on which way you choose to complete the mission. Shape and sharpen your army the way you want to!

Note: Please be aware that these numbers are not final!

A PLC tree would not be complete without its ‘Invest in Eastern Poland’ Mission, which requires you to have 40 provinces with a manufactory or a level 3 Center of Trade and either 40% Global Trade Goods Produced or 7 ‘Trading-in’ Bonuses. Here is the reward:

Following in the steps made before forming the PLC, and after completing the Great Sejm mission, you will gain access to flavor missions that will assist you in passing and repealing the Articles of Agreement (Pacta Conventa) and even rewriting them completely from scratch, with more favorable terms on the behest of the monarch, if you chose to oppose the Magnates in a previous mission:

The conclusion of the major flavor part of the tree is the mission ‘Dominate the Markets’ which grants a new mechanic we made specifically for the PLC, the ability to reset or extend a Golden Era:

External Affairs of the Commonwealth​

No major mission tree would be complete without a robust conquest path. That much is true for the PLC, which will be granted missions, a new Casus Belli and even gain Streltsy as a one-time reward from one of their missions:

Moving on, ‘Prevent the Deluge’ will task you with dealing with whoever the ruler of Scandinavia is, be it Sweden or anyone else. You may deal with them in a multitude of ways, including diplomacy or conquest. Should you choose to approach Sweden diplomatically, both nations will be positively impacted by a wave of prosperity. Sweden will gain +25% increased production for its metals and historical friendship while you will gain direct access to Scandinavian copper and iron, reducing your overall military costs:

The final conquest mission for the Commonwealth will set you up to become a supreme great power, requiring you to be a hegemon and have a tremendous amount of development under your belt:

The philosophy of the PLC missions is that of a tree whose content should last the average player till around the 1700s at the very least, so expect a lot of hard work and very worthwhile rewards from every single mission in this tree!

While we are on the subject of the Commonwealth, I would like to showcase some new implementations that the team worked hard for. As I mentioned above, the PLC will now enjoy a lot of new content including 2 different sets of National Ideas. One for nations whose primary culture is Lithuanian and one whose primary culture is not Lithuanian (namely Poland as an example):

Here are some proposals about Hussar's implementation:

Basically, I would love to implement some kind dynamics to WH unit:
1. WH should be absolutely formidable unit. They should impose extreme morale damage and be exempt from 1/10 stackwipe rule.
2. There should be very little of them. 10-15 units from the historical maximum reach of PLC.
3. Losing the hussars unit completely should be disastrous. It should switch power in the country to the królewiątka (magnates) - so it could be anything like a new disaster starting, some event chain, obligatory negative privilege, things like this.
4. Devastation of land should be disastrous to WH units. Their power was based in a prosperous land. Szlachta didn't want to fight far from home - I don't think in the current build this is reflected in any way.

Yes, PLC should be super powerful but at the same time, it should be fragile. One very bad war with the devastation of land and WH should be gone, bonuses halted and magnates turmoil back. And it should take 2 generations (30 years?) to get back on track.

Also - I believe that PLC should have maluses from absolutism no matter what. Let the player choose: does he want to have a typical absolutist monarchy or space marine Winged Hussars? Because in my opinion, it should not get both. WH may have a discipline bonus from LOW absolutism for example.

I would really love to see this kind of PLC: a superpower - but the one that cannot rage reckless, devastating wars like the Ottoman horde, ignoring its core prosperity and freedom of its people. Force PLC player to first and foremost defend his land - not left it for enemy sieges and go for enemy capital as EU4 players usually do.

I’m disappointed to not see a cav to inf ratio modifier in the PLC national ideas. It’s always fun to stack the cav modifiers and have 100% cav armies as Poland. I’m guessing that was intentional as such a strat is super broken, but still a little sad to see.
You can get 100% cavalry armies from missions if I understand it well.

What's with the power creep in new mission trees? It's happening in HOI too, where new focus trees give crazy buffs whereas trees released in older DLC languish in comparison. Are there plans to buff the default mission tree and/or existing mission trees to compensate?

Would it be possible to re-word the mission tooltips so the guaranteed rewards are listed on top? It would improve clarity so it's easier to tell which rewards you are certain to get and which rewards require additional/alternative prerequisites.

Shame about the general lack of permanent bonuses in this tree compared to Crusaders/Scandinavians. Almost everything seems to be a 25 year boon. The Hussars also feel a bit underwhelming as is, 1 regiment per 100 dev is very low. 1000 dev is the threshold to make your own empire, and if you've ever played in central Europe, you know how long it can take to get there. And that's only 10 regiments, barely a compliment to a regular army at that point. For a country that was always a go-to "I want to spam cav and nothing else", this feels disappointing. You also locked further buffing them and a unique +10% to cavalry ratio behind mutual decision choices, which also stings.

I feel like these regiments would be more interesting if you emphasised their heavy cost (can you make them take double/1.5x the force limit? would the engine allow it?) but didn't put such a harsh quantity limitation like that. One of the modifiers is called "A cavalry with a state" but without excessive blobbing you will never have a significant amount of these units.

One other thing, you mention that
Poland and Lithuania make a great co-op campaign,
but almost all the stuff they get seems to be locked behind forming the PLC. It makes it a super weak co-op option, especially compared to some of the Livonia-Teutons, or Sweden-Norway options you teased in the previous weeks. You'd probably have a better time co-oping the PLC with Riga, or even Sweden, as ironic as that is.

Will the Latin Empire operate as a new tag and will this decision be available to other nations? For instance the ones that already have "Restore the Latin Empire" in their mission tree?

Also, will the Union of Brest be represented in-game as event, decision or mission?

Apologies if someone had asked for it already, but I'm very curious - will there be a custom government reform to represent the 3rd May Constitution? I presume that the Great Sejm mission represents the Four Year Sejm of 1788-1792, whose main achievement was not only finally unifying Poland and Lithuania into one political entity (not just one under one monarch), but aforementioned Constitution. I think that for it's time it was such a significant achievement in Europe that it'd be a huge shame to not represent it!

Internationally at the time it was felt that with this document Poland had the best system of governance - right after England. It should still let you keep parliament, but make MP bribing very cheap, and reduce absolutism by 10-15%. It could probably also give administrative efficiency and unrest reduction (serfs got rights! yay!) or something, but at the cost of significant (principally noble) rebels and giving neighbouring GPs a wargoal against Poland.

Any chance of an event offering to sell Neumark to Brandenburg, if Poland conquers it? I can't tell you how many times I've seen Brandenburg locked out of its entire tree because Poland decided to get cute.

To be honest, Polish parliament should be called Sejm walny, or comitia generalia.

I have one small suggestion. "Let us appoint a local noble instead" is a bit ahistorical - there was no local noble considered for this election. Kazimierz Jagiellończyk was, of course, the main candidate for the throne, but Polish elites were also considering (in case negotiations with Kazimierz failed) two candidatures: Bolesław IV, prince of Mazovia, and Frederick II, elector of Brandenburg. While PU with Brandenburg would be probably a bit too OP, I see only positives sides of switching "local noble" to Bolesław IV:
- a bit more historically accurate
- more stable AI Poland-without-PU-with-Lithuania in case choosing Bolesław would instantly diploannex Mazovia
- easier way to play as Piast's Poland

FYI: Sorry for spellings but I want the feedback to be given ASAP so posting it before checking it!

I want to say thank you for your work! It clearly shows a degree of understanding and a lot of effort put through. That being said I expect a lot of people here ( fellow Poles and history buffs) to attempt to point out some inaccuracies (which I will hereby try to achieve!) AS well as suggest some changes! I do want to mention that, since Poland was not updated properly since Res Publica (elective monarchy) a lot of its events are outdated and don’t impact the new systems (eg. Estates) as they should have! That being said:

GENERAL THOUGHTS:

  • Proper incorporation of the Union of Lublin (PLC formation) by forcibly ceding the southern Lithuania to Poland – Historical accuracy YAY!
  • Love the lower tech requirements to form PLC!
  • Could we make the ‘Admission of Poland into HRE’ an imperial incident? Think it would work better than just having the Emperor decide as Poland is a BIG nation. Also, since Poland was in the HRE in the XII century, it should add some small bonus for ‘reintegration’ to the eg. Imperial Authority ?
  • ‘Crimson Liberty’ should also increase the influence of the Szlachta.
  • ‘Little King Uprising’ is too weak in my eyes. It is easily doable with a big mercenary company that would not hit the manpower pool. Could we add more troops AND/OR negative manpower/recruitment cost & speed/ morale/ discipline modifier for X years to reflect the noble ‘disgust’ from opposing them?
  • Could we add a mission to reflect the Wieliczka salt mine properly? I expect that additional monument is not of suffice but a province modifier would be great! (+ production efficiency and bonus to religion as it has a chapel dedicated to king Jadwiga.
  • Could we PLEASE get one province (Samogotia) as Pagan (shamanism/animalism) religion province? It would reflect the paganist remnants in Lithuania and satisfy people wanting a new faith (Romuva)
NOBILITY:

Szlachta (Polish nobility) was the focal point of the polish governance; they were also the main obstacle and ultimately the demise of the PLC. They need to be properly represented as the estate holding the ultimate power THAT was increased with privileges over the course of the game. They should be made into a growing threat that cumulates in the Struggle for power and the abolition of elective monarchy.

  • Make ‘Polish Elective Monarchy’ government reform more impactful by increasing the Szlachta influence ( same for ‘Great Sejm’, as half of the privileges were given out before 1444 in Poland (mainly in the XIV and XV century)
  • Adjust the estates and the privileges (updated in 1.30 but don’t represent Szlachta’s influence properly). Since the 1.34 will increase the amount of privileges, please make ‘Nieszawa Privledges’ and ‘Pacta Conventa’ into forceable privileges (some trigger only if nobility has less than 4 privledges). Additionally, please convert ‘Status of Piotrków’ into an estate privledge (or make it ‘upgrade’ Golden liberty) and please reintroduce the ‘Nihil Novi’ constitution as a modification of golden liberty. Besides their respective (possibly changed) modifiers make each increase the nobility influence to portray the ‘increasing power of Szlachta’ to properly showcase the threat that they were.
  • Ruler election events ( tied to the ‘Pacta Conventa’ ) need a rework as they DO NOT represent nobility’s influence. Historically, nobility supported foreign monarchs due to their promises of privileges that polish candidates often refused to even discuss. Could we add an event after the election that, depending on the elected king, gave bonus relations with the country that won the election (if applicable), raise/lower szlachta’s loyalty until ruler’s death (depending on the wining side)? It would showcase the country benefiting form wining election (monarch’s power) and the Szlachta’s attitude. (On top of using legitimacy to elect domestic king)
The elections are what brings me to the next major point of my comment

ELECTIVE MONARCHY:

The mechanic of Elective Monarchy in Poland/PLC is outdated. Period. It is not player friendly , lack many QoL’s, often buggy and very hard to understand. On top of that it has little to no explanation and does not properly depict the process. Thus, I present two options to try and attempt this issue.

  • Lower maintenance option:
    • Include an event/tooltip properly explaining how ‘Support Heir’ works and what are the rewards. Additionally change the election of the king bonuses from pop-up to an event. Introduce QoL changes so the diplomat stays in Poland following election (currently it just leaves without any information – maybe add an even of unsuccessful election?)
  • Higher maintenance option:
    • Personally ( I know it takes time, effort and human resources thus don’t expect it to happen), I would love a separate window option for Polish Elective Monarchy (Possibly merged with the Parliament window) styled as a mix of Curia and Parliament. In that perfect reality, all countries (of Christian faith) would be able to see the window and see their progress of candidates to election (as its now seen when hovered over heir in Poland/PLC). It would explain the rules (alike HRE screen when hovered over icons). In this scenario, the ‘Support Heir’ would still work as it is atm (with QoL’s PLEASE!!!) but progress would be seen in the window mentioned.
I think, since Polish elections were so impactful for the region it should be portrayed as so and even if it ‘vanishes’ around 1600 its still worth implementation (Protestants etc. lose access to curia 50 years into the game)

Additionally, I think that the ‘last two candidates’ issue should be addressed. By that I mean that the election result should be able to be contested (eg. PU CB etc) as it has happened VERY often in Polish/PLC history when the military presence/fight would resolve the election.

E.g. make the loser (2nd place) of the election get an even that informs them of the loss BUT it has an option to get PU CB (or smth else) at a great expense.

Additionally, on foreign ruler election, make loyalist rebels spawn as a sign of disapproval of the election. (size depending on the amount of influence points expened by legitimacy button spam)

RELIGION:

I am deeply disappointed with complete removal of religious missions from the Poland/PLC path. Especially since PLC was the ‘tolerance bay’ in Europe during the religious turmoil of the Thirty Years War. Additionally, it completely removes the ability to create the alt-history paths. Here’s my suggestion:

  • Include missions to contact the pope/ spread the Catholicism to Lithuania and be the crusader/hard-line catholic to conquer Moscow/Constantinople – Teutonic Order Style but less. Add fight inside the League war.
  • Present a standard path that included religious tolerance and reflect it in permanent heretics’ tolerance modif. Reflect the Jewish quarter in Krakow (Kazimierz) and the Jewish minority in Poland/PLC. Add mission to NOT fight in the League War to receive bonuses (from migration from HRE)
  • Allow branching mission to convert to Protestantism/Reformed (was extremely popular within Nobility and should be represented)/Hussite (if we PU Bohemia) AND Orthodox (following PLC creation/sizeable minority). Further expand onto joining and fighting the League War
tl;dr My main idea is, since players often go for change in religion ,why not include it in the mission tree when it is necessary to include polish religiousness inside the tree

LITHUANIA:

I am not a specialist on the Lithuanian history; however, I would like to suggest a small change in the privileges/mission tree. Historically, Lithuania proper was mostly in control over the over minor lands that it controls in 1444 HOWEVER they were not as centralised. Could we introduce a privilege/negative modifier (eg. Increased minimal autonomy, lesser tax, production, manpower) alike one that Burgundy has when integrating the Low countries via event? This privilege/modifier would go away with mission completion to consolidate the real or with revoking the privilege?

Fellow Lithuanian community members, please help out on that as I don’t want to be inaccurate

SPECIAL UNIT:

Winged Hussars were the pride of the crown and an extremely prestigious unit. AS it was mentioned in another comment, the bonuses and requirements are very inaccurate/weak. Could we instead turn them into a small, elite force? (e.g., +1 calv attack/shock, bonus discipline/morale, bonus prestige from battles BUT – X% reinforcement speed) Basically, make them powerful but hard to obtain and not an expendable fodder.

Colour is obviously Gold as it represents the Szlachta’s obsession with Sarmatism – culture of the Baroque era that was centred (colour wise) around gold and crimson.

IDEAS:

I feel like Polish PLC ideas got nerfed… hard. Inclusion of +1 monarch power probably ate a lot of the budget but its silly to included it as many people will try and go for ‘New Henrickean Acts’ could this be exchanged into an economic/unrest buff?

Month reform progress as an ambition makes sense historically. Nut not in game. It feels like a very bad reward for finishing the ideas. Could it be nerfed to 0.15/20 and swapped with accepted cultures (which could be buffed?) It would synchronise nicely with the Russian/Balkan conquest which would happen at the time.

Also, Max hostile attrition for Lithuanian PLC is a throwaway idea since AI doesn’t apply to that. Could it be changed into e.g., garrison size/regiment cost/recruitment speed ?

I also think, that some of this big, empire related stuff should be represented as imperial incident so the player who plays in the HRE or around gets informed about that important decision. Also as it is behind a mission tree it would'nt be that often by AI (but I hope at least some times?) so its not unbalanced for HRE. There is the need for more imperial incidents anyway and that one together with one considering the joining of the Teutons or the formation of skandinavia while holding HRE land after the reformation should be suggested to incoperate existing features more.

Last week I made a long list of changes I would hope to see before the final stage of the game. I ended up going back and adding several things, but in the time since last week, I realized I missed a few things:

  • The first thing I really wanted to say is that as of now if you convert to Anglican, Hussite Protestant, or Reformed you lose access to the Papacy which can show you what decision Catholics are making on the Council of Trent. This is quite valuable for heretics to see so that they can know which reforms are being chosen which affect them. Furthermore, it lets other sects gauge who will be the next curia controller giving them a myriad of bonuses. Like the Holy Roman Empire or the Emperor of China screen, the 'Papacy' should be available for all players to see.

  • Also, there's really no point in France or Castille taking Defensive Ideas for extra battlefield morale if they already have national ideas which help to complement this. Given this, I would honestly adjust the AI preference of selecting this idea for both Castille & France, such as:

  • Defensive Ideas 0.8x for both France & Castille. (this way France & Castille can focus on dealing more damage to armies in battle which is more valuable in the long run, also diminishing returns per their national ideas makes it less valuable and the AI doesn't consider this.)

  • Finally, it would be really neat if we could spend favors to make an ally remove or add a nation as a rival which allows nations to do this for free without having to pay diplomatic power of removing themselves. Obviously, these should be expensive, like 50 favors to rival or remove a rival nation.

  • To elaborate on what I mean by this, it would definitely be welcome to see more non-Iberians colonize America with the interests they had historically, and also for early colonization to be slower and more grueling like it was in reality than for it to speed up to the same or faster level.

    • I would love it to see these added as events to France, Holland/ or the Netherlands, and England/ or Great Britain for some additional colonial flavor:

    • Such as adding an event so the French get a permanent claim on Guadeloupe & Martinique with a "Samuel de Champlain" event, As well as permanent claims on parts of New France with a "Jacques Cartier" event

    • With a "Henry Hudson" event, it would be exciting to see Holland or The Netherlands get a permanent claim on Manhattan and the Surrounding Area.

    • And for a "John Cabot" event giving England/ GB Permanent claims on Newfoundland

    • Amongst each of the possible dates in which non-Iberians colonized/explored America. This leaves a number of important dates or possibilities for when colonial interest should really start in earnest. I think around the time a nation has the option to select their idea groups is best:

    • 1. National Ideas: 1466 (Administrative technology 5)
    • 2. Renaissance Thought: 1492 (Administrative technology 7)
    • 3. Modern Theocracy: 1531 (Administrative technology 10)
    • 4. Scientific Experimentation: 1583 (Administrative technology 14)
    • 5. National Sovereignty: 1635 (Administrative technology 18)

    • This is why I felt that around the 1530s would be the best time to ramp up bonuses to colonization further. Increasing the speed by ~30% or more as a compromise for decreasing it. Or increasing it more gradually over time with much faster colonization mid to late game.

    • I will say that I have seen France choose exploration ideas more which makes for more interesting gameplay. However, with how fast colonization occurs this feels like it hinders my enjoyment of the colonial game more than it helps it.

    • With it being the second idea group currently, around the time of Columbus and John Cabot's Voyage, a timing of 1530 would correspond to the selection of a third idea group (around Jacques Cartier's voyage). The rate of colonialization in 1583 (the time that the fourth idea group is available) could be too late before most, if not all of the Americas are settled. The colonization rate would have to be seriously nerfed before this makes any sense.

    • However, if other nations choose Exploration Ideas too early, this only hurts Castille and Portugal which are forced the code to pick exploration and expansion ideas as their first and second idea groups.

    • While punitive and more railroaded, I think that an
    • AI preference for Exploration ideas If not Castile or Portugal before 1530 should be x 0.7 for Exploration Ideas
    • so that, in my opinion, there's some chance of an AI choosing it early but not as much. (assuming colonization is slowed down and grows more exponentially over time, or the Treaty of Tordesillas is reworked).

    • I think that beyond this, it's an effort in tedium fiddling with AI preferences further. This is because this would leave open the possibilities of further European colonialization, while not significantly decreasing the chance of it occurring earlier or altogether.

    • This ties into another issue in-game which is the Treaty of Tordesillas.

    • The Treaty of Tordesillas in-game is in URGENT need of a rework in some way. I think that it should require you to pay 100 papal influence to declare a region as your sole domain, at least as a Band-Aid, furthermore I think a "Treaty of Madrid" (1750) which IRL help resolve some issues of the Treaty of Tordesillas should come into effect in the game when it's 1600 (Age of Absolutism) which instead nullifies the Treaty of Tordesillas so that other Catholics can expand into an already claimed catholic territory.

  • Trade & Logical Conization of Nations:

  • Reworking AI Priority for Colonization with Castille & Portugal since trade can’t flow to the Sevilla trade node from the Chesapeake Bay or from The Gulf of St. Lawrence, thus Eastern America or Canadia should be the last place they colonize unless trade is changed to flow down to the Caribbean.

  • Since both Canada and Eastern America can only go to Bordeaux or the English Channel, this should be the priority for the French or British AI until both are taken up. I noticed that AI France loves to colonize French Guinea but not always Canada, this should be replaced as its priority. In fact, in my game France opted to colonize the Columbian Colonial region before the Canadian Colonial Region, this left Castille to colonize Canada, this needs to be flipped so that the AI colonizes places in mind with the direction trade flows.

  • The Mississippi River should logically be the next colonial priority for England or France in the New World, and the 2nd worst colonial priority for Portugal or Castille since they only have one opportunity to steer trade in the right direction. It should have equal priority to the Caribbean.

  • Castille should favor the Caribbean always then Brazil second if it has to, then favor Rio de la Plata or Columbia to have two points along to steer trade, and finally favor Mexico or Peru and California, Cascadia or Mississippi last before considering Eastern America or Canada.

  • Portugal because of its size should either favor the Caribbean or Brazil first, then either favor colonial Rio de la Plata or Venezuela. Peru or Mexico should be considered next before they decide to move to California, Mississippi, or Cascadia. Eastern America or Canada should again come in dead last.
