Good point. Roman Empire could be the human faction of the Space game. Also explaining why 3 and 7 are so important.

Why 'the human faction'? I hope there are multiple human factions! I don't like all this homogenious races in most of the space games...

And when it comes to proposed settings/inspirations for a PDS GSG in space like Dune and Foundation, there are no aliens at all in the galaxy.

Post-apocalypse might be fun, but I'm not sure that'd fit the hint about a lot of people in the studio wanting to do such a game? Haven't seen them talk about that anywhere. I could just have missed it, but until I see evidence otherwise, I'm sticking with space since I've found quotes supporting that.
I don't have any developer quotes either but who knows if they all secretly want that. And after all, any speculation is as valid as anything else if they haven't stated it won't happen. I mean, they haven't even confirmed this to be grand strategy

Because multi-province planets would limit the size of the potential galaxy of the game. Your attention is limited. But you could of course make other human break away factions on other starting worlds, or limit the size of the galaxy to for instance just a solar system.

If it is a space game, I know what the first mod will be.

Emperor of the Fading Suns ;) It's very well to have multiple human factions. Exspecially if Paradox do a deep political system into it. Elections are important and Paradox don't often do games about just some factions. Must Paradox games have multiple playable options. I hope for a really deep space game.

This really is the most intereesting piece of actual information so far: the game is likely to have characters in it, which also fits with pointing out that Doomdark is doing design. If it is in fact a space game, I'm hoping that it has a good emphasis on characters, which would help a space game stand out, 4x or PDS-style GSG.
Actually there are already some 4x space games with characters playing an important, Distant Worlds and Endless Space come to mind. They aren't the one key mechanic, though.
