Hmmm, having some second thoughts. The modern look is too obvious considering how they like to troll us.
The picture could be so very different when revealed in full; and could in fact be more historical despite the hair looking modern.

One could as well say he looks like a US air force guy from the 60s or 70s , but cold war era is ruled out.
On the other hand, there seem to be people around that look like british dandys by nature, so....

Considering there's scanlines in the picture, meaning it's a picture of a monitor, I'd say anything before modern era is excluded.
