Does anyone knows what do these Political Advisor's effect "Monthly opinion +15%" and "Trade deal opinion factor: +10%" actually do?

Not sure, so keep your grain of salt close by, but I think the monthly guy increases the rate at which the diplo task improve relations works. And I think the trade deal guy increases the chance that nations which like you will choose your exports over others'.
 
Can you control expeditionary forces sent to you? People on teh forums seem to say so, but I cannot interact with them at all and they go where they will.

I suspect what you are seeing is volunteers.

Expeditionary forces turn up in the night like ninjas. They should be the unassigned troops in your army screen with another countries flag.
 
are big alliance suppose to merge ith each other. I just had remnants of commintern (siaking, mongolia) merge with north american alliance (faction started by USA after allied were defeated)?

If they are differing factions, like communist and democratic, and if you have a save you can attack, then yes you should report this in the bug forum I think.
 
Noob here, as far as HoI series goes. On my first proper run as Germany after doing tutorial Italy. I'm aiming for the Anschluss National Focus which requires 550K manpower in divisions "in the field." My manpower tooltip says I now have 631.8K manpower in the army (not including Navy or Airforce). Yet I still can't take Anschluss. So does "in the field" mean something else specifically?

Press "O", you get Division Overwiev table, in the right corner, left of the X (close) is the "Equipment details" button, click it and there you see Manpower in the field stats.
 
Really quick again.. on the Carrier overcrowding again -50% from the doctrine.

Are we sure it removes the penalty of having more than 4 carriers in a battlegroup? I have 6 in my fleet and it still says there's a penalty on the combat screen.

I don't have the carriers to test it myself. I read it affects the number of carriers in I think the naval doctrine thread, and if that is mistaken then the only alternative is that it allows more plane, which is indicated by the flavor text in the pre-release version of the naval doctrine trees in the wiki: "Pilots trained for carrier missions will allow even an overcrowded carrier to function smoothly, swarming the enemy." How many carrier planes can you load on the carrier?

You can load anywhere between 45 to ... a lot depending on the Tier of Carrier.

The way I think it might work is that you suffer a penalty if you have too many planes on any one carrier. This might allow you to load 50% more planes than usual? So let's say you have 45, you should be able to load 67 without suffering a penalty?

I'll tell you one thing's for sure though: Having 50% more carriers in a carrier group still inflicts a combat penalty for overcrowding. I know there's two types of "overcrowding": One when there's too many carriers in a battlegroup, and one when there's too many planes on one carrier. I'm just not sure how the -50% is applied.
 
OK, so another unfortunate case of the same undefined term for two different things.
 
I assume mothly opinion makes you increase opinion diplomatic action 15% faster. Trade deal opinion factor seems self-explanatory too. countries with higher trading opinion are less likely to have unfulfilled trade deal resource.
 
OK....Played my first game as Norway. Quickly screwed up by producing too many troops and running out of manpower to build anything else for the war. (Any tips to control this?)

Then I played as France to see if I could repel the horde...uh, NOPE. I had a lot of troops but all "basic" and not expanded as I didn't have any points to do this due to no combat (as allies). Held Italian front but once Belgium fell I got destroyed on the German front and they marched to Paris. (Assuming even human leadership can't save France..lol).

Now playing with Japan to work on my offense and again with my building. I just puppetted China and immediately got "low supply" warnings throughout my theatres. I checked the Wiki but don't see anything on how to build up naval bases (there are a few that show level 3) which is (I assume) how to get more supplies into the region. Any other tips on:
1. How to build up the bases for more throughput?
2. How else (besides #1) to improve supplies getting into the area?

You have control over the production screen. Train fewer divisions. Note the "infinity" button and the arrows, which let you set a maximum number of divisions that will be built by that particular entry in the list.

(Assuming even human leadership can't save France..lol)
I played one game as France, and managed it fairly successfully. They do have some disadvantages you need to work on with the National Focus tree.

1. How to build up the bases for more throughput?
Use the Construction tab to tell your civilian factories to build a naval base in the area -- on top of the existing level 3 one. It's the blue anchor button. When you click it, it should change the map to show you all the bases in highlighted provinces with a number like "3/10", indicating that that province has a level 3 base and the max is ten. Click on the province as many times as you want additional levels, or click once and adjust the arrows in the entry in the construction queue.

2. How else (besides #1) to improve supplies getting into the area?
The port is important. Also, you can build up infrastructure. You can also reduce supply consumption by adding logistics companies to your division templates, as well as not using the types of units that consume a lot of supplies (like armor, mech, and tons of artillery).

The "supply mode" button in the lower right corner will show you more details about supplies. Hover, and the tooltips will list out some details on where the supplies in a province come from (so much from infrastructure, so much from VP areas, etc).
