Except he's talking about preventing newly researched equipment from going to an already equipped division. If a division is equipped with Eq I, and then he researches Eq !!, he should be able to modify the templet to only use Eq I, and it should not be replaced. I will admit that I have not actually tested this, but it should work this way. Then again, things don't always work the way they should in PDX games.

There is checkbox 'use new equipment' - after deselecting it, newly researched equipment and produced should not be heading out to said division templates.
 
Another quick question, and a stupid one: I cannot for the life of me remember or find the button to allow you to create a new combat theater/front. Would someone be so kind as to remind me? :)

From memory - Select army and click (right or left, both works) on the new theater on the right part of the screen. You need to have at least two armies in theater for the 'NEW THEATER' option to be shown on the screen.

Do coastal forts work against attacks over straits? (e.g. Corsica <> Sardinia)
 
I believe they do. It is considered an amphibious assault when you cross over straits, rather than a river crossing.

Recruitable population is just set value. (Like 5% from Extensive Conscription).

Recruitable population factor is the modifier to said value. (All Recruitable population factors added to each other, and then multiplied by recruitable population).

So +25% and +25% recruitable population factor is +50%. Now if we will use it on previous example (5% from extensive conscription) - you will get 7.5% recruitable population in the end. (+50% from 5%)
 
Does bombing airfields now actually work as a viable strategy for beating the RAF as Germany now? If you bomb the UK's airfields to smithereens, does this impact how many aircraft they can send up to actually fight you? Are aircraft lost on the ground as a result of airfields being bombed?
