Nope, you need to complete Army Reform focus and use corresponding decisions. There are three of them, and each costs 100 military xp; then the last one for removing officer problem for 200 xp.

Could someone explain me if it is possible to switch to democratic ideology with decisions (not by focus)? I am playing France and wanted to form European Union, also combined with achievement for Big Entente. So i have completed the focus, which is required for that achievement, and after that switched to Communist with France-specific events. It allowed me to conquer all territories required for EU. So now i only need to switch back to democracy - i have corresponding political advisor and now democracy has 75% support. But nothing happens. I would expect decision to hold referendum to change back to democracy, but there is no such option. I even got some national spirit like "democratic opposition" or something, but ruling party is still communist. What can i do to finally form EU and complete this run? Is it possible to switch to democracy from communism? Or it is not allowed to switch ideology more than once? What i am doing wrong?
Has anyone ever experienced a game as Britain where Germany backs down if you defend the Czechs over the Sudetanland?? Or with Historical Focuses turned on, is AI Germany hard coded to go to war every time??

Well, that's a bit crummy. Seems the only time Germany would back down then is if YOU are playing Germany and the Czechs refuse to hand over the region, which then triggers an early war if Germany doesn't back down.
A question on AI behavior: If the UK goes Fascist does the rest of the Commonwealth just shift in their chairs uncomfortably or do they react in some way such as going Fascist themselves or leaving the Allies? Or does AI UK leave the Allies for the Axis if they go Fascist?
Already pondering my first Man the Guns campaign with directed AI paths.

I cannot confirm on AI behavior coded. But can say from personal experience. I did achievement run for both "made all nations fascist" and "conquer the world as Britain". So was playing UK, and from the start turned fascist and declared war on USA - Commonwealth had no issues with my actions whatsoever and didn't changed rulling party

If you Lend Lease certain equipment to an AI country that doesn't produce or use it, such as AT or AA guns or SPART, will the AI work it into their templates and deploy the new stuff?

Does combat experience benefit CV performance in any significant way (except perhaps anti-aircraft power)? Does the sortie rate increase or do the planes do more damage? Or do those skulls just hang on my carriers to look menacing?
What triggers the formation of Croatia? I saw an independent Croatia popping up as soon as the Axis went to war against Yugoslavia before anything is occupied.

No. Since the AI template rework in 1.3.0 the AI will modify its templates according to the targets specified in ai_templates and only then does it consider how to produce the needed equipment. In other words the equipment stock pile doesn't inform the template design, unless where it's explicitly coded as such (afaict nowhere).

I've yet to see any indication that ship experience does anything but showing a pretty skull icon. Neither did I see references to XP when going through the naval combat code recently nor do I get significantly favorable results when pitting the same number/class of green ships vs veteran ships.

The USSR has a lot of ground to cover and needs to recruit a lot of infantry, while having lots of manpower. Many players like to build cheaper infantry equipment in this case. Upgrading is worthwhile, particularly to equip your spearhead units, but it's not worth sacrificing your ability to equip your forces. Start producing the upgrades when your army is equipped and you have enough of a reserve to keep it that way.
