You keep your mouse over it until that that line in the box "fills" the popup. You can change it to middle mouse button in the settings (if I understood what you mean)

How do I attach or have my allies attach their armies to me? I'm totally cool if I can just attach to them too

So, if I arrange a betrothal with another character, how do I make them actually marry when they come of age? I see the option to break the betrothal, but not to go ahead and carry it out.
 
How do you change a charcter's sex in the save file? I can alter DNA, Traits, Abilities, etc, but no where can I find the value that denotes who's a man and who's a woman. It's the last hurdle preventing me from setting up my custom character, so if anyone knows, I'd really appreciate the help.

There is a button with a book at the top of the view of the title

A member of a certain cadet branch can form a new cadet branch, though they all belong to the same Dynasty.

When both characters are adults (16 or older) you get a notification at the top of the screen to confirm it and turn it into a marriage

You'll notice that the box slowly fills with a slightly darker colour. If you move away before that happens, it vanishes again, if you wait for it to fill entirely, it is fixed an you can move into that box.
 
I have a female character at my court, I want to make her my Chancellor but she doesn't come up in the list of available candidates. Is this because she is a she? If so, can I change this? :)

Thanks in advance, I'm in Ireland playing the tutorial king.

Another thing, Is there any way to know who are the council members for AI rulers?

I know these things are not neccesary for having a good experience, but they give really valuable information when trying to roleplay.
