As you yourself found out, the intelligence is gained at the moment of rescuing a lifepod. It just might not reveal any concrete information right away. I should have checked the forums last night, I could have answered your question over there tooso we don't get intel until we drop them on a colony, and when we do, we get intel incrementally, not all at once.
I'm sure you are right about how it works, I am just baffled at the timing.
