Turkey is respectfully vetoing this proposition. The constituent countries will be determined by local will and ethnic/religious/cultural ties rather than colonial lines if the League of Nations is ok with that.

The Turkish veto is hereby acknowledged and will be applied, implemented per option 16.2. Each country in the North African region will be separated (largely per OTL borders initially, but final boundaries in negotiation with the Turkish government), with each becoming a puppet government under Turkish guidance, but no longer part of the UGNR.

An interesting choice by Turkey. Hopefully whatever oil might be in N. Africa is worth the loss of prestige from a veto.

We now have a curious situation, albeit a predictable one, where there are 80 votes in total instead of 81 and thus a tie is possible. Hopefully this doesn't cause any problems so near the conclusion of the peace conference.

There’s always the chance of a tie, however unlikely. If there is, a coin toss will break the deadlock!

Germany hopes that the other delegates have seen reason and that they have denied Poland it's frivolous territorial claims over Prussia and the East of Germany. Moreover we wish to encourage you to vote in favour of German independence within the Comintern framework. 19.1 (Spain becomes a USSR puppet): 0 votes.
19.2 (Spain remains as a Turkish Puppet): 0 votes
19.3 (Spain becomes an independent Comintern nation): 80 votes PASSED UNANIMOUSLY (USSR 17, Turkey 9, Germany 4, Spain 2, Poland 1, UK/Allies 15, USA 14, Japan 13, Romania 2, France 3).

Proposition 20 - Italy

20.1 (Italy stays as part of the UGNR): 45 votes PASSED (USSR 17, Turkey 9, Japan 13, Germany 4, Spain 2).

Possible Vetoes

Britain has the option of vetoing Outcome 20.3:
  • Consequences. A die roll for a popular uprising is made:
    • 1-2 = minor civil disturbance, stays under UK control, UK -10 points then scored as Raj per 21.1 ;
    • 3-4 = major uprising, India become a single independent Allied country, UK -5 points then scored per 21.2;
    • 5-6 = catastrophic uprising, India is partitioned (per OTL) with both parts becoming fully independent and non-aligned, scored per 21.3 (ie the veto essentially has no effect)
  • Britain would permanently lose one vote if the veto is exercised, irrespective of the result.
  • Veto lodgement deadline is 1000hr GMT on Fri 29 July 2022 (real time).
Technically, Turkey can veto the cession of the Turkish enclave granted to Poland under Proposition 22.1, but the Secretariat will assume no veto will be cast unless notified otherwise, given Turkey voted in favour of this proposition. If it does wish to veto, the above deadline and published consequences would apply:
  • The veto only applies to the Turkish enclave; Turkey loses 5 points in addition to the vote penalty.
Pledge Breach Actions and Next Voting Deadline

As a standard reminder, if any country believes a bound pledge has been broken, they have until 1000hr GMT on Fri 29 July 2022 (real time), to privately notify the Secretary General if they wish to bring a breach action. Irrespective of that, the next round will proceed at the time appointed below. Or indeed if the Secretariat has made a transcription error in any of the above votes a country wishes to have corrected.

The deadline for Round Eight (Germany and France) is 1000hr GMT on Wed 3 August 2022 (real time), unless all final votes are cast before that time. And a reminder, any new bound pledges or those still in force from previous rounds cannot be breached in the final round.

The vote spread for Proposition 21 is hilarious.

Of course we all urge the British Empire to see reason and bow to the inevitable, otherwise they would probably have to actually fight a war and this time there are no French, Soviets, or Turks to do all the work before the Flying Boating Circus swoops in at the end to claim they are the real heroes.

Poland is very grateful to all the nations for making the just and democratic decision to grant all cessions to our people as recompense for the suffering brought about by Germany. We are disappointed by our comrades in France who forgot the sacrifices and bonds of 1939, but we are eternally grateful to both the United Kingdom, Japan, and our Comintern partners for their support. We ask that the conference not be too harsh in their treatment of Germany next round since they have already been punished sufficiently for their crimes.

On the matter of the future of India, I would like to thank Foreign Minister Oprescu most sincerely for his government's support and understanding. Whilst respecting the position of principle taken by the United States, His Majesty's Government cannot accept this blatant attempt by the Soviet Union, the U.G.N.R. and the Empire of Japan to undermine the peace, stability and security of the sub-continent. I have therefore notified the Secretary General that we will be exercising our power of veto.

I would gently point out that attempting to hold the subcontinent by force against the will of the people there, and the international community, is far more likely to undermine the stability, security and peace of not just India but the entire world.

If the, as internationally recognised, free peoples of the sub continent do not wish for your presence, we shall be happy to assist them in removing you. One way or another.

We would like to thank Poland for it's support of our independence. Our government is prepared to move past our territorial disputes and into a new era of constructive German-Polish diplomacy and cooperation. Our old French rivals have also shown their desire to turn over a new leaf with their support for our territorial claims, and for our independence, for which we are more than grateful. Finally, Germany wishes to congratulate Spain on it's newfound independence.

We hope to be given a similar second chance at independence ourselves as we firmly believe that being forced to hand large swathes of our territory to Poland really has been more than sufficient punishment for Germany's previous misdeeds. Minister Kastl understands that public sentiment isn't necessarily on our side, but we can and will do better if the chance is afforded to us. Nothing good will come out of the humiliating imposition of foreign overlords on the German people, let alone the disastrous partition of our once great nation. If we want to build a lasting peace for Europe, German independence is the most durable solution. A buffer between East and West, between Capitalists, Communists, and Glorious Republics. If given independence, the German government is prepared to commit to strict neutrality and to demilitarisation by transforming our armed forces into a purely defensive force made up almost entirely of reservists. We will put all of our efforts into peaceful pursuits of construction, science, art, and industry, rather than military production, and we will spread the fruits of our labour across the continent. Let us all move into an age of European cooperation and prosperity.

We regret our erstwhile Allies' hostile attitude, which comes over as especially rude in light of Germany's support for Japan's territorial claims in round 2. My government hopes that Japan might come to see reason in the interest of future German-Japanese relations.

Yes, it's not an task easy defending the indefensible, which begs the question how the politicians of that era justified their colonial empires, not just to their own people but to the wider world. In TTL, the PM's briefing made it crystal clear there could be no compromise over India I happen to think the outcome will now be worse than in OTL, and in due course I'm sure we shall find out just how bad. Most of the world will probably blame the British, and I'm sure the British will blame the Soviets for fanning the flames of nationalist sentiment. Really, this peace conference has very little to do with peace and everything to do with geopolitics, i.e. the continuation of war by other means. I'm glad I don't have to live in this timeline.
