The Great Khan got bored of me and decided to take on the Scavenger Bot. She lost, but unfortunately the game glitched out and still considers her alive. So now I have no way to defeat the Horde. :(

The Scavenger has assimilated the Great Khan. God help us all.

In all seriousness, you could try to just completely eradicate every last bit of the Horde. If that's not an option then you'll just have to wait for the random event that kills off the Khan eventually.

Might be because I had this event trigger before so I already had a bunch of Spyrans. Had them gene modded to be livestock, changed their climate preference away from relic world in case I chose to move them (that's the rubricator world in case the name didn't give it away). Accepting the new pops changed all of them back to relic pref.

Perhaps that ring was a moon at some point, vaporized by some extreme cosmic event.
Doesn't explain how there were any ruins left to discover however...
